Teacher Certification Reformed
(The Stanford Daily) On Oct. 4, with the support of over 30 institutions throughout the state, the California Commission on Teacher Credentialing unanimously approved the Performance Assessment for California Teachers (PACT). The innovative assessment model moves beyond paper and pencil tests to evaluate a potential teacher’s performance in the classroom.

Navy to Fund Professional Credentialing Exams
(About.com:US Military) Sailors pursuing occupational credentials can now receive funding to pay for approved credentialing exams, according to NAVADMIN 293/07, released Nov. 2.

To Catch a Cheat
(Newsweek) For a while it seemed as though Forest Brook High School in Houston was a shining example of school reform. In 2005, after years of rock-bottom test scores, results shot up: 95 percent of eleventh graders passed the state science test. Administrators praised the hard work of the teachers. The governor awarded the school a $165,000 grant. But that same year, the Texas Education Agency hired a company called Caveon Test Security to ensure that the state's standardized-test results were valid. Caveon—along with an investigative series by The Dallas Morning News—found a host of irregularities at Forest Brook.

ONCC and Pearson VUE Sign Exclusive Testing Agreement
(CNN Money.com) Pearson VUE, the electronic certification and licensure testing business of Pearson, announced today that it has signed an exclusive multi-year contract with Oncology Nursing Certification Corporation (ONCC) to provide test development and test delivery services for ONCC's certification programs. ONCC will be transitioning its entire certification program, including international paper-and-pencil testing, to computer-based testing beginning January 2, 2008.

National Certification Board for Therapeutic Massage and Bodywork Awards Certification Contract to Pearson VUE
(CNNMoney.com) Pearson VUE, the electronic certification and licensure testing business of Pearson, announced today the signing of an exclusive contract with the National Certification Board for Therapeutic Massage and Bodywork (NCBTMB).

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2007 (S.1042) To amend the Public Health Service Act to make the provision of technical services for medical imaging examinations and radiation therapy treatments safer, more accurate, and less costly. S.1282 To amend the Internal Revenue Code of 1986 to provide for the exclusion from gross income of certain wages of a certified master teacher, and for other purposes.(5/9/2007 Referred to House subcommittee. Technology Retraining and Investment Now Act for the 21st Century (H.R.244) To amend the Internal Revenue Code of 1986 to allow a credit against income for certain education and training expenses, and for other purposes. National Board-Certified Teachers in Low-Performing Schools Act of 2007 (H.R.280) To establish a pilot program to encourage certification of teachers in low-income, low-performing public elementary and secondary schools by the National Board for Professional Teaching Standards, and for other purposes. (5/9/2007 Referred to House subcommittee. Status: Referred to the Subcommittee on Early Childhood, Elementary, and Secondary Education.)

Incentives to Educate American Children (I Teach) Act of 2007 (S.873) To amend the Internal Revenue Code of 1986 to provide a tax incentive to individuals teaching in elementary and secondary schools located in rural or high unemployment areas and to individuals who achieve certification from the National Board for Professional Teaching Standards, and for other purposes. (3/14/2007 Referred to Senate committee. Status: Read twice and referred to the Committee on Finance.)

Diploma Integrity Protection Act of 2007 (H.R.773) The purpose of this Act is to protect institutions of higher education, businesses and other employers, professional licensing boards, patients and clients of degree holders, taxpayers, and other individuals from any person claiming to possess a legitimate academic degree that in fact was issued by a fraudulent or nonexistent school, by a non-educational entity posing as a school, or by any entity in violation of Federal or State law. (5/18/2007 Referred to House subcommittee. Status: Referred to the Subcommittee on Higher Education, Lifelong Learning, and Competitiveness.)
